NGDA Data Theme Communities
An A-16 NGDA Theme is defined within OMB Circular A-16 and Supplemental Guidance as representations of conceptual topics describing digital spatial information for the Nation. Themes contain associated datasets (with attribute records and coordinates) that are documented, verifiable, and officially designated to
meet recognized standards. A theme contains one or more datasets of geographic information to be used in common and from which other datasets can be derived. Themes are originally described in OMB Circular A-16 Appendix E – NGDA Data Themes, Definitions, and Lead Agencies.

NGDA Data Themes are further described in the Geospatial Data Act of 2018 (GDA):
SEC. 756. NATIONAL GEOSPATIAL DATA ASSET DATA THEMES.
IN GENERAL.—The Committee shall designate as National Geospatial Data Asset data themes the primary topics and subjects for which the coordinated development, maintenance, and dissemination of geospatial data will benefit the Federal Government and the interests of the people of the United States, which shall—
Be representations of conceptual topics describing digital spatial information for the Nation; and
Contain associated datasets (with attribute records and coordinates)—
That are documented, verifiable, and officially designated to meet recognized standards; that may be used in common; and from which other datasets may be derived.
