GeoData and GeoProducts

This section of the Homeland Security Enterprise (HSE) Geospatial Concept of Operations (GeoCONOPS) is intended to assist the community with searching, discovering, acquiring, and exploiting geospatial information and products to support Homeland Security/Defense missions and National Preparedness (Prevent, Protect, Mitigate, Response, and Recover).

  • Geospatial Information2013 The term geospatial information means graphical or digital data depicting natural or manmade physical features, phenomena, or boundaries of the earth and any information related thereto, including surveys, maps, charts, remote sensing data, and images u201cPublic Law 108-458, 17DEC04u201d.
  • Geospatial Products - Geospatial products are created to aid Homeland Security Missions and Support National Preparedness; and can be generally categorized into the following two broad categories:
    • Standard Products: Products that conform to a well-established format or business process such as reports, maps, imagery, derived products, and vector information. These products can be one, or many layers of geographic data (i.e. vegetation, weather, and critical infrastructure), remote sensing data, map backgrounds, and/or intelligence information to aid in decision making and mission planning, rehearsal, and execution.
    • Specialized Products: Specialized products provide the same level of value, but are created using less formal formats and business processes. These products are usually tailored for a specific use and typically are shared as PDF, PowerPoint, and/or image files (.jpgs, .tif, etc). There are multiple agencies and organizations across all levels of government that produce, collect, or acquire geospatial information to support their mission requirements. Often times, geospatial information can be shared and utilized by other partners. To promote the re-use of existing geospatial information, this section of the HSE GeoCONOPS provides information on accessing existing geospatial information/products by Category, Agency, and Keyword.

CUSEC Earthquake Maps and GIS Data

NASA Worldview

Overview:
The Worldview tool from NASA's EOSDIS provides the capability to interactively browse global, full-resolution satellite imagery and then download the underlying data. Most of the 400+ available products are updated within three hours of observation, essentially showing the entire Earth as it looks "right now". This supports time-critical application areas such as wildfire management, air quality measurements, and flood monitoring. View current natural hazards and events using the Events tab which reveals a list of natural events, including wildfires, tropical storms, and volcanic eruptions.

National Burn Severity Mapping Project

Overview:
Two types of assessment are available for download through USGS: initial and extended assessments. Initial assessments are generated shortly after the fire to support initial fieldwork. Extended assessments are generated during the next growing season to assess vegetation survival and delayed mortality. Both assessments yield a standard suite of products.

National Agriculture Imagery Program (NAIP)

Overview:
National Agriculture Imagery Program (NAIP), provided by the US Department of Agriculture (USDA) is acquired annually with the total coverage being determined by available funds from FSA and funding partners, considering FSA priorities. NAIP acquires digital orthoimagery during the agricultural growing seasons (i.e. peak growing season “leaf on”) in the contiguous U.S (lower 48 states). NAIP provides 1-meter ground sample distance (GSD) orthoimagery or optional (with partner buy-up) 1/2-meter GSD orthoimagery, with a horizontal accuracy of +/- 6 meters to true ground.

Emergency Assessment of Post-Fire Debris-Flow Hazards

Overview:
Wildfire can significantly alter the hydrologic response of a watershed to the extent that even modest rainstorms can produce dangerous flash floods and debris flows. The USGS conducts post-fire debris-flow hazard assessments for select fires in the Western U.S. We use geospatial data related to basin morphometry, burn severity, soil properties, and rainfall characteristics to estimate the probability and volume of debris flows that may occur in response to a design storm.

Quantitative Precipitation Forecasts

Overview:
The QPF desk prepares and issues forecasts of accumulating (quantitative) precipitation, heavy rain, heavy snow, and highlights areas with the potential for flash flooding. The basic QPF products are primarily directed to the NWS forecast offices and are available on the Internet for public use. The heavy snow forecast products, in association with the short-range public forecast products (described below), serve as a coordinating mechanism for the NWS winter storm watch and warning program. Through a continuous watch for excessive rainfall, heavy snow, and winter storms, this desk ensures that the highest quality forecast products are constantly available.
