A number of federal/state/local and organizational partners are creating geospatial data and resources pertaining to the COVID-19 emergency support. The GeoCONOPS team will keep the site updated with the latest information.
The Johns Hopkins The Center for Systems Science and Engineering has feature services available for users to add to their own web maps and web applications. This has generally been the standard that is offered to the public which most agencies are using. These services are updated hourly.

Through the DHS Enterprise License Agreement with Esri, State and Local partners can obtain free access to the ArcGIS Hub Coronavirus Response template through a complimentary six-month subscription of ArcGIS Online in support of the COVID-19 response. Click “Request Response” within the following link for access.
The Geospatial Information Infrastructure (GII) is hosting several feature layers, a web map, and a web mapping application with information significant to COVID-19 support. Access to the GII requires a HSIN account.
DHS and NGA
As Homeland Security and Homeland Defense Mission Partners respond to the Coronavirus COVID-19 outbreak, all applicable licensed Homeland Infrastructure Foundation Level Data (HIFLD) datasets have been released to Local, Tribal, and Territorial users with COVID-19 operational needs.
This expanded access covers these additional data products:
- Licensed Parcel Data
- 2020 Roads and Routing Dataset
- Dun & Bradstreet Business Points Data
For Mission Partners with a signed Data Use Agreement (DUA) in place, your access has been automatically adjusted, and no further action is needed. Please visit the GII at https://gii.dhs.gov/gii to interact with this data. If you experience technical issues with the GII, please contact the GII Support Team at DHS_GCOE@hq.dhs.gov
For First-Time Users:
Please visit https://gii.dhs.gov/hifld and click on “Request Licensed Data” to fill out a Data Use Agreement (DUA) using the code “COVID-19” for the reference number. Once approved by NGA, you will be provided access within 24 hours. Please note that in order to complete a DUA and access this data, users must have valid Homeland Security Information Network (HSIN) credentials. LandScan USA is now permanently available through HIFLD Open on the GeoPlatform. This allows for broadest access in support of COVID-19 response and beyond. LandScan USA is a high resolution and spatiotemporal population distribution model that captures diurnal variation of the US population by producing nighttime (residential) and daytime population data at 3 arc-second (approximately 90m) resolution.
